ERIE web design.

Endcap Design is a web design agency that designs and builds websites for businesses, with the branding and marketing to match, and works remotely with clients outside Southern California. This guide collects the business numbers, building activity, and Pennsylvania rules we would look at before designing a site for a business in Erie or elsewhere in the metro, including Corry, Edinboro, North East, and Wesleyville.

Updated October 2026 with building permits through August 2026, from U.S. Census Bureau data. Sources are listed at the end of this page.

Building activity

WHAT’S BEING
built.

New buildings mean new properties to lease and new businesses to open. Census Building Permits Survey, August 2026.

Builders in the Erie metro were authorized to build 86 new housing units from January through August 2026, 54% fewer than the 185 in the same months of 2025.

0% of those units are in buildings with five or more homes, against 32% nationally.

Most new construction here is single-family. New subdivisions and the shopping centers that follow them need leasing and community websites as each phase opens.

What this means for your site

BUILT FOR
Erie.

What we would plan into an Erie website, based on the numbers above.

Talk through your site
  1. 01

    Pennsylvania license details

Brokerage websites in Pennsylvania carry specific disclosure requirements (49 Pa. Code §§ 35.301, 35.304, 35.305, 35.306, 35.307). We build them into the footer and listing templates, so every page that advertises a property has them.

  2. 02

    Accessible by default

Every site we build follows WCAG 2.2 AA practice: readable contrast, keyboard navigation, labeled forms, and text alternatives for images. Federal ADA website lawsuits run into the thousands each year, most of them filed in New York, Florida, and Illinois.

Pennsylvania rules

WHAT THE LAW
asks of your site.

State rules that change what goes on a business or real estate website in Pennsylvania, checked against official sources as of October 9, 2026. This is general information, not legal advice; your counsel owns the final wording.

Privacy

Privacy law status in Pennsylvania

Source

Pennsylvania has not enacted a comprehensive consumer data privacy law as of October 9, 2026. Privacy laws in other states, and federal rules, can still apply when a site collects data from their residents.

Real estate advertising

What a Pennsylvania brokerage site must show

49 Pa. Code §§ 35.301, 35.304, 35.305 (amended eff. Aug. 20, 2005), 35.306, 35.307 Source

Pennsylvania brokerages may advertise only under the business name on their license. Any advertisement by an associate broker or salesperson must contain the employing broker's business name and telephone number, with the names and telephone numbers in equal size.

What the website needs
  • Brokerage companies, including sole proprietorships, may advertise or hold themselves out to the public only under the business name designated on their license (49 Pa. Code § 35.305(a)).
  • An advertisement by an associate broker or salesperson must contain the business name and telephone number of the employing broker, and the names and telephone numbers must be of equal size (49 Pa. Code § 35.305(c)).
  • Notes of decisions in the official Code cite Commonwealth Court cases holding that a salesperson's direct-dial number, even if purchased by the broker, did not satisfy the requirement to show the employing broker's telephone number (Campo v. State Real Estate Commission, 723 A.2d 260 (Pa. Cmwlth. 1998)).
  • A licensee who wants to advertise a nickname for a first name must include it on the license application or biennial renewal application (49 Pa. Code § 35.305(b)).
  • A licensee may not advertise the sale or lease of real estate without the authority of the seller or lessor or their agent (49 Pa. Code § 35.301(a)).

Accessibility

The federal ADA

ADA Title III Source

Title III of the ADA covers businesses open to the public, but the Department of Justice has no regulation that sets a technical standard for private business websites. DOJ's web guidance says businesses have flexibility in how they make their websites accessible and points to WCAG as a helpful existing technical standard. Federal appeals courts have not agreed on when a website is covered, so a website's legal status can depend on where a lawsuit is filed and whether the site is connected to a physical location. Pennsylvania has no separate website accessibility statute for private businesses in our research, so WCAG 2.2 AA is the practical target.

words.

We own ten homes at Casa De Laguna and were still sending people to a site built in 2013. Noah pulled the photos and details out of the old site, designed a logo from the rooflines and the pond, and put the community, the homes and current availability in one place. It’s the first time the website has looked like the place we actually rent.
